clusterfuck, as expressed in the NATO phonetic alphabet.

That is, “a big mess, a project full of chaos”. Plural of the “word” is Charlie Foxtrots.
For example: Obama Administration’s “cash for clunkers” program has turned out to be a Charlie Foxtrot. How many such Charlie Foxtrots are in the making?
